CMS Wage Index 2020 and the Occupational Mix Survey: Putting the Data to Work for Your Organization share Location : Webinar On January 31, 2019, the Centers for Medicare & Medicaid Services (CMS) released the proposed FY 2020 wage index PUFs. This letter addresses the criteria and process for hospitals to request corrections to their wage index data. Based on the data for the final rule for fiscal year (FY) 2020, the 25th percentile wage index value across all hospitals is 0.8457. CMS makes the policy effective for at least four years, beginning in FY 2020, in order to allow sufficient time for employee compensation increases implemented by these hospitals to be reflected in the wage index calculation. CMS continues to state the change will be budget-neutral. In the proposed rule the payment update for fiscal year (FY) 2020 is 2.7% based on the estimated inpatient hospital market basket update of 3.2% minus the multifactor productivity adjustment estimated at 0.5%. CMS indicates this to be a $540 million increase in payments. Half the difference between the otherwise applicable wage index value and the 25th percentile wage index value is 0.0910 (that is, (0.8457 – 0.6663)/2). Under the IPPS Final Rule, the FY 2020 wage index value for such a hospital would be 0.7573 (that is, 0.6663 + 0.0910). For FY 2020, there are two CBSAs without a hospital from which hospital wage data can be derived: 25980, Hinesville-Fort Stewart, Georgia and 16180, Carson City, NV. The FY 2020 wage index value for Carson City, NV is 1.0518 and the wage index value for Hinesville-Fort Stewart, Georgia is 0.8237.
