The AARP Livability Index scores neighborhoods and communities across the U.S. for the services and amenities that impact your life the most. The AARP Public Policy Institute developed the Livability Index as a web-based tool to measure community livability. The Livability Index is a signature initiative of the Public Policy Institute to measure the quality of life in American communities across multiple dimensions: housing, transportation, neighborhood characteristics, environment, health, opportunity, and civic and social engagement.

A livability index is a table that ranks a set of cities, regions, or nations according to a defined combination of quantitative and qualitative properties. The most prominent of these are developed and produced by commercial interests. “Livability” is a broad term with no precise or universally agreed-upon definition. The concept embraces cognate notions such as sustainability, quality of life, the “character” of place, and the health of communities. The result is a Quality of Living index that compares relative differences between any two locations evaluated. For the indices to be used effectively, Mercer has created a grid that enables users to link the resulting index to a quality of living allowance amount by recommending a percentage value in relation to the index. The Economist Intelligence Unit has developed a new “quality of life” index based on a unique methodol- ogy that links the results of subjective life-satisfaction surveys to the objective Quality of Living City Ranking. Globally, Vienna tops the ranking for the 10th year running, closely followed by Zurich, the runner-up. This year, Mercer provides a separate ranking on personal safety.
